Ukraine's apple exports lowest in past 5 seasons. Is it good or bad?

According to Fruit-Inform, in the first 7 months of the current season, Ukraine exported only 23,400 tonnes of apples that is half as many as in the same period of the previous season. Moreover, current exports are the lowest over the past 5 seasons.
