New Russian government's sugar import resolution
The Union of Russian sugar producers Soyuzrossakhar posted on its site a resolution of Russian government of 15 July this year, signed by Prime Minister Mikhail Kasyanov today "About tariff regulation of raw and white sugar imports in the year 2003". According to it the following rates of sugar import duties have been established by government for the next year: for raw sugar from January 1 till June 30 - EUR 0.2 per kilogram, from July 1 till December 31 - EUR 0.23 per kilogram; for white sugar from January 1 till June 30 - EUR 0.24 per kilogram, from July1 till December 31 - EUR 0.27 per kilogram.
According to the government's resolution of the same name of August 23, 2001, the corresponding duties for 2002 were as follows: for raw sugar from January 1 till June 30 - 40 percent of the customs value, but no less than EUR 0.12 per kilogram, for raw sugar from July 1 till December 31 - 50 percent of the customs value, but no less than EUR 0.15 per kilogram; for white sugar from January 1 till June 30 - 40 percent of the customs value, but no less than EUR 0.14 per kilogram, for white sugar from July 1 till December 31 - 50 percent of the customs value, but no less than EUR 0.18 per kilogram.
Besides that, there has been partially altered the resolution of Russian government of 25 May 2000 concerning preferential rights for imports of commodities to Russia from developing and the least developed countries. The new edition of this resolution reads that from January 1 till December 31, 2003 a tariff preference is applied to raw sugar, originated from above-mentioned countries, in the form of tariff quota for import of 3.95 million tonnes of raw sugar. The rate of customs duty for sugar, imported within this quota, is established at EUR 0.095 per kilogram.
