How we to effectively protect fruit orchard form frosts?

In the recent three years Ukrainian fruit producers of the southern regions of Ukraine used to lose 30% to 70% of harvest as a consequence of winter and spring frosts. Nothing seems to be able to combat the weather. However, Belgian company Ghen Supply, the representative of the well-known company Orchard Rite in Europe, disagree with this statement.
