Tax administration suspects government officials of "VAT laundering"
The exporting companies, to which the state has debts on VAT reimbursement, till the end of year will be grouped into "bad and good" ones. On the order of government, the State Tax Administration till the end of December will perform an inventory-making of the overdue debts, with the view of disclosing fictitious transactions.
The VAT debts of the state before exporters today exceed 7 billion hryvnias ($1.313 billion). Almost half of the debt is overdue, and is now being claimed by the creditors in courts.
The tax administration, however, is sure that no less than a third of the contracts, at which the VAT has not been refunded, has the indications of fictitious transactions. Till the end of year the overdue payments will be divided into urgent ones, and the ones which require additional investigation.
A bill has already been submitted to the Cabinet, which permits tax officials not to refund the VAT under doubtful contracts in a 30-day term (as it is required now), but to extend it to much longer period.
The tax officials complain that this bill since August has not yet been agreed with all the relevant ministries and institutions. They suspect that some governmental officials might have relation to a business, which is unofficially called "VAT laundering".
