Ukraine's ag. confederation and European fund for Polish village development to jointly develop Ukrainian village

The Ukrainian Agrarian Confederation (UAC) and the European Fund for Polish Village Development (EFPVD) are going to establish an international fund for development of Ukrainian village, UAC President Leonid Kozachenko said to a news conference Friday.

Earlier this week the presidents of both organisations signed a memorandum which will regulate their joint activity.

Presumably, their main assignment will be financing of social programs for inhabitants of rural areas. The Polish members will assist in training specialists, financing some specialised projects as well as attracting foreign investments.

The EFPVD said it was ready to invest some 0.5 million euros into the project on a non-refundable basis as an initial capital for the new organisation, which will also be used for specialists training.

Kozachenko believes that the budget of the new body will have reached a few million dollars by 2006 and a few dozens of millions by 2007. He said that a special system for money-spending control would to be created within its framework. He hopes that after a while more Ukrainian, Polish, European and international organisations will join in as the investors of this foundation.

He emphasised particularly the EU's concern for development of Ukrainian village.

"The European Union is not interested in Ukraine's being a buffer zone… They want to see Ukraine as a country in which the people feel confident, eager for the integration with the European Union and merited for its support," said the President of UAC.
