President ordered government to stabilise situation on food market

President of Ukraine Leonid Kuchma signed an order, commissioning the government to provide for realisation of an established procedure, stipulating sales of grain and flour from the state reserves directly to flour milling and bread baking enterprises on the condition of sales of the resulting flour, groats, bread and bakery products by these enterprises with a fixed trade mark-up.

According to the document, the government and local executive bodies must take urgent actions in order to stabilise situation on the food market, to ensure sufficient supplies of trade network with flour, groats, bread and bakery products, to check the price growth and rush demand for these products, to prevent cases of unjustified overrating of trade mark-ups. The government and local authorities are to provide for recurrent monitoring of sales volumes of basic foodstuffs in large cities, timely disclosure of the facts of rush demand, forecasts of price growth and timely supplies of trade network with food products in necessary amounts.

Ministry of Finance and the Anti-Monopoly Committee are to organise inspections as for conformance to the law in establishment of prices for flour, groats, bread and bakery products and to take measures, ensuring the reliability of the price monitoring data, the truthfulness and full volume of reporting of bread baking enterprises concerning the volumes of production of bread and bakery products, removal of the breaches, disclosed in the course of inspections.
