Russia: certification of grain will be delegated to private companies
According to the President of Russian Grain Union Arkadiy Zlochevskiy, on February 2 during the meeting in Ministry of Agriculture the problem of Roskhlebinspektsiya liquidation was discussed.
He said that the conception of Grain Union was proposed, which provided for independent surveyors to carry out certification procedures.
The essence of the conception is in the following: having brought the grain on the territory of Russian customs, a trader should address to independent surveyor and get a certificate of conformance for showing it in customs. This document will be the basis of the decision weather grain should be imported to the country or not.
Similar mechanism is supposed to be for grain exports.
