Kharkov authorities dissatisfied with implementation of US land reform support project
American project, destined for support of land reform in Ukraine, "does not practically work" in Kharkov region, according to Vice Head of Kharkov Region State Administration Mykola Bezuglyi.
He has criticised activities of American experts, noting that the trouble is in "approaches", proposed by the American party. He reminded that it had been proposed to concentrate the aid on financing issuance of state land certificates, but the foreign partner was not ready to finance this procedure in full.
He said that the cost-price of making the certificate was about 60 hryvnias ($11), but American partners proposed to spend for the purpose just $6, simultaneously insisting that Ukrainian party does not use any other finance sources.
"I don't know what's in other regions, but here the project does not actually work," the Kharkov official summarised.
As it was earlier reported, an American agency (US Agency for International Development) was planning to disburse $14 million to Ukraine to finance the procedure of land title state certificates issuance.
